Abstract

Casino resorts record large volumes of cash and cash-equivalent transactions, and the same records serve two purposes that are seldom designed to work together: finance teams use them to confirm revenue and protect assets, while compliance teams use them to meet anti-money laundering reporting duties. Because the handoff between these functions is usually informal, compliance-relevant facts can be closed as routine accounting corrections, finance staff can be drawn into judgments about suspicion, and compliance reviewers can receive referrals too late or with too little evidence. This paper examines how frontline transaction records, financial review and compliance escalation should interact in casino resort operations. Grounded in documented workflows, it develops a six-stage process framework that follows a transaction from first recording to governance and audit oversight. The central result is a clear division of judgment in which finance routes facts and compliance decides suspicion. An exception remains an accounting matter only when a recording, timing or system error fully explains it and no risk indicator is present; otherwise it is referred, and correcting the accounting never closes the compliance question. The framework specifies accountability at each handoff, the speed needed to protect the regulatory reporting period, and the records that must travel with each referral. It is designed to raise referral quality rather than volume, and closes with testable propositions.
